How did this event / effort by the government affect those that disagreed or might disagree with the CCP, but were afraid to do so?

In the Hundred Flowers Movement there was a crack down on free speech. This was caused because of how freely people were speaking about the policies and leaders of the CCP in a negative light in 1956-57. The press was censored and people were arrested. This affected the people who were afraid to disagree with the CCP because a penalty was being arrested or sent to a camp in the countryside for "thought reform." Since they were afraid of the consequences they were less likely to challenge what was going on.
